The LaMoure City Council met on Monday, April 14, 2025, at 5:30 pm in the City Council Room at the City Office. Present were Clint Hoggarth, Lori Gentzkow, Brad Nogosek, Stuart Good, Trigg Baker, Jen LeBlanc, Art Hagebock, Heath Schaffer, Shannon Hanson, Sheila Hanson, Dominic Hanson, Kimberly Radermacher, and Mike Vogel. Joining via conference call was Brandon Reber.
The meeting was called to order and the Pledge of Allegiance was recited.
Visitors: Mike Vogel stated that the LaMoure Fire Department has transitioned to the LaMoure Rural Fire Protection District. Trigg moved to transfer the fire department assets to the LRFPD. Pedersen seconded. Polled vote. All yes. Motion carried. Rental agreement presented, Attorney Radermacher recommended a few adjustments. Gentzkow moved to approve the updated contract. Trigg second to approve the amended agreement. Polled vote. All yes.
Minutes: Pedersen moved to approve the minutes presented. Gentzkow second. Polled vote: all yes. Financial Statement: Gentzkow moved to approve the statement presented. Baker second. Legal report: Municipal court was held. Old citations were dismissed without prejudice.
Engineer report: Brandon reported via conference call. Water tower, contractor is on site to start the fix of the inside of the tank. Second, lead service lines, the state is providing funding to do door-to-door surveys to complete the inventory in town. They will start later this week to go door to door to check lines. If not home, they will leave door hangers and do follow-ups.
Old Business:
Floodplain Ordinance: Second reading was done. Gentzkow moved to approve the ordinance. Pedersen seconded. Polled vote: all yes. Ordinance has been adopted.
Chickens: Idea was generated to put the issue to a vote and put it up for a vote at the next general election. Shannon and Sheila left at this time.
Dumpground attendant: 13 hours a week at $20 an hour. Motion to up to $20 per hour Pedersen Baker. Polled vote: all yes.
Security grant for Emergency Grant: Baker moved to accept the bid from Readitech, Gentzkow second. Polled vote: all yes.
Committee: Gentzkow stated that the Personnel Committee is recommending to move the police department from the Main Retirement Plan with NDPERS into the Public Safety Officer Plan. The employees will pay the difference between the current amount paid by the city and the increased amount. They are allowed to put up to 18.04% into the plan. The City currently contributes 15.26%. Gentzkow made the motion to approve the change. Good second. Polled vote: all yes. Motion passed
Hanson, Baker & LeBlanc drove around and determined all properties that have junk vehicles. Letters will be sent to each of them, some of these properties have unregistered vehicles and they just need to get them updated. Letters to be sent out soon.
