The LaMoure City Council met on Monday, August 7, 2023 at 5:30 pm. Present were Clint Hoggarth, Stuart Good, Greg Pedersen, Vince Watkins, Brad Nogosek, Dominic Hanson, Heath Schaffer, Brandon Reber, Art Hagebock, Trigg Baker Gina Haugen. Present via conference call Lori Gentzkow
Meeting was called to order at 5:30 pm
Minutes from July Meeting: Nogosek moved to approve the minutes with the change that Nogosek be added to attending members. Watkins second. Polled vote: all yes. Financial Report: Pedersen moved to approve. Watkins second. Polled vote: all yes. Bills: Watkins moved to approve. Good second. Polled: all yes
Preliminary Budget: 2024 preliminary budget Pedersen moved to approve. Watkins second. Polled vote: all yes.
Credit Union Credit Card: Watkins moved to increase the monthly spending limit on the credit card from $1000 to $2500. Good seconded the motion. Polled vote: all yes. Motion carried.
Bank Proposal: Mayor Hoggarth proposed that with the agreement of two approved signatories, money may be moved within a depository as seen most financially beneficial to the city. The approved signatories at each depository consist of the mayor, the council president and the auditor. They are also given the authority to create new accounts and manage the certificates of deposits within each depository. The approved depositories are Bank North, Choice Bank and LaMoure Credit Union. Pedersen moved to approve the proposal as presented. Good second. Polled vote: all yes.
Mayor Hoggarth appointed Trigg Baker for the council seat vacated by Mr. Sandness. Good moved to approve Pedersen second. Polled vote: all yes. Mayor Hoggarth swore in Mr. Baker as a council member for the City of Lamoure.
Engineers Update: Reber updated on the tank. On-site meeting on July 20, 2023, the contractor showed progress and wants to put the tank online. The city and engineers met with our attorney Ohnstad Twichell. The outright leaks have ceased. How do we move forward? The city requested that there be a third-party inspector review it and want a longer warranty. Have not heard back from them yet. The city would reconfigure some valves at pumphouse so that we could revert back to the old system if needed. Reber left at this time.
Committee Updates: Personnel committee will complete the employee reviews for the September meeting.
Old Business: Siren lake – Watkins moved to approve accepting the bid for installation from Electronic Communications contingent on the bid being accepted by NDDES for the grant. Pedersen second. Polled vote yes; Good, Nogosek, Pedersen, Watkins, Gentzkow. Baker abstained. Motion passed.
Other: Fall conference for NDLC in September if anyone is interested in attending.
