The LaMoure City Council met on Monday, December 13, 2021 at 5:30 pm in the City Council Room. Present was Mayor Willey, Council members: Clint Hoggarth, Lori Gentzkow, Steve Sandness, Brad Nogosek and Vince Watkins. Also present: Ron Paul, Art Hagebock, Brandon Reber, Ben Prochniak, Dominic Hanson and George Racine. Attending via conference call Council member Greg Pedersen and Kim Radermacher
Mayor called the meeting to order at 5:30 pm.
Watkins moved to approve minutes from the November meeting. Gentzkow second. Polled vote: all yes. Gentzkow moved to approve the Financial Statement, Sandness second. Polled vote: all yes. Hoggarth moved to approve the months bills. Nogosek second. Polled vote: all yes.
Visitors: George Racine informed the council that CVEMS is in the process of purchasing a new ambulance. They have bee researching options, the cost of the new rig will be between $215,000-$220,000. Racine left the meeting at this time.
Engineer Report: The engineers are still working with the contractor on a fix for the water tower. They continue to accrue liquidated damages at a rate of $2500.00 per day. Engineer Reber has suggested that the city may wish to start looking into making contacts with law firms that specialize in contract law in the case the city needs to pursue the performance bond.
New Business: The council has been informed that the State of North Dakota receives Hazard Mitigation funding following each declared disaster declaration. Specific projects that are eligible for funding following these disasters are outdoor warning sirens and storm shelters. These projects are funded at 85% from the State/Federal (FEMA) while 15% is local share. Watkins moved that the city pursue hazard mitigation grant funding for an outdoor warning siren at the Lake LaMoure recreational area and approve the 15% match. Hoggarth second. Polled vote: all yes.
Trash pricing: Waste Management will be increasing their prices starting in January. Hoggarth moved to increase the city rate to match their increase. Gentzkow second. Polled vote: all yes.
Permits: The Lazy Pair – liquor license for 2022 – Gentzkow moved to approve. Sandness second. Polled vote: all yes. The Other Bar – liquor license for January 1, 2022- June 30, 2022. Hoggarth moved to approve. Pedersen second. Polled vote: all yes. The Other Bar – offsite permit January 22, 2022 at the Legion Hall. Gentzkow motion, Hoggarth second to approve. Polled vote: all yes.
Police – 20 calls to service. Has held several taser recertification courses for surrounding departments.
Other Business: The mayor opened the sealed bids presented for the generator that was put up for bids. 3 bids were received; $425.00, $1000.00, $1525.00. The Council decided to reject all bids at this time.
