July 2024 Minutes

The LaMoure City Council met on Monday, July 8, 2024, at 5:30 in the city council room.  Present were Clint Hoggarth, Greg Pedersen, Lori Gentzkow, Jen Leblanc, Stuart Good, Brad Nogosek, Bob Flath, Art Hagebock, Brandon Reber, Ron Paul, Trigg Baker, Vince Watkins, Dominic Hanson, Vince Watkins, and Michael Christensen, Kim Radermacher joined the meeting via conference call.

Mayor Hoggarth called the meeting to order at 5:35 pm.

Pledge of Allegiance was recited.

Reorganization Meeting:

The newly elected city council members were given the Oath of Office, Jen LeBlanc was welcomed to the council and Trigg Baker, and Stuart Good were re-elected to their positions.

The mayor recognized Vince Watkins for his 20 years of service as a city council member.  Vince gave the advice of asking twice as many questions as you think you need to.  Watkins left the meeting at this time.

Appointment of city auditor: Gentzkow moved to approve Gina Haugen as the appointed city auditor.  Baker seconded.  Polled vote: all yes.  Motion carried.

Appointment of city engineer: Pedersen moved to approve Moore Engineering as the city engineer. Good seconded the motion.   Polled vote: all yes.  Motion carried.

Minutes, financials report: Gentzkow moved to approve the reports as presented. Baker seconded the motion.  Polled vote: all yes. Motion carried.

Bills:  Pedersen moved to pay the presented bills.  Nogosek seconded.  Polled vote: all yes.

Budget:  Pedersen moved to approve the presented preliminary budget. Gentzkow second.  Polled vote: all yes.  Motion carried.

Legal Report:    Increasing city sales tax by 1% was discussed.  The home rule charter give the city council authority to make changes to the sales tax ordinance.  The sales tax would be designated for city infrastructure with the intent to do road maintenance.  Radermacher will prepare the first reading for the September meeting.

The runway protection zoning was discussed.  Radermacher will start the process of doing the rezoning which will include public meetings.  Radermacher left the meeting at this time.

Engineers Report:   Water tank proposed change order has been sent to the contractor.  Their response stated that they can schedule the work in the next month.  There is still the outstanding issue of finances to be settled.

-Reber presented a request for payment on outstanding invoices of which totaled $234,086.58.  Moore Engineering is requesting payment of $124,390.11 to cover invoices dated on and prior to 9/27/2022.  Baker moved to make the payment contingent on the conditions set forth by USRD, Pedersen second.  Polled vote: all yes.  Motion carried.

 

Committee/Organization Updates:

-Committees will be changed from 3 person to 2 person and were designated.

Public Works:

-Speedbumps will be installed this week

Permits:              -The Bullpen Bar & Grill – liquor license –

-The Other Bar – street dance

Gentzkow moved to approve both permits, Baker second.  Polled vote:  Pedersen abstained, all others yes.  Motion passed.

Other: The annual conference is coming up in September and council members are welcome to attend.

The state American Legion baseball tournament is in LaMoure on starting August 2.

Councilperson Gentzkow suggested that we should put up a bench in honor of Del Kindlespire.  The cost will be about $500.  Pedersen, Baker second.  Polled vote: all yes. Motion carried.
