July 2025 Minutes

The LaMoure City Council met on Monday, July 14, 2025, at 5:30 pm in the City Council Room at the City Office.  Present were Clint Hoggarth, Brad Nogosek, Jen LeBlanc, Stuart Good, Trigg Baker, Art Hagebock, Ron Paul, Kimberly Radermacher, Christine Schmidt, Bob Flath, via conference call Brandon Reber and via Teams video was Blane Johnson.

The Pledge of Allegiance was recited.

Minutes: Nogosek moved to approve, Good second.  Polled vote, all yes.

Financials: Good moved to approve presented financials, Baker second.  Polled vote, all yes

Bills: LeBlanc moved to approve presented bills and Good second.  Polled vote, all yes.

Visitors: Blane Johnson from Paramount Planning joined the meeting via video.  He is working with the county on the LaMoure County Multi-Hazard Mitigation Plan.  He went through what it is and the process and asked the city to complete the survey by July 25.  Blane left the meeting at this time.

 

Legal: Radermacher presented the Resolution regarding public comment requirements at regular meetings.  The first reading was done.  Baker moved to approve the first reading.  Nogosek second.  Polled vote.  All yes.  Motion passed.

Also presented was the Ordinance regulating the use of golf cart on streets within the city limits of the City of LaMoure.  Baker moved to approve the proposed ordinance and Nogosek second.  Polled vote, all yes.  Motion passed.

 

The building committee met and presented a proposed bid sheet for the removal of the buildings located on 1st avenue south.  Radermacher suggested adding to the requirement that a contractor’s license is to be included with the bid and that the lowest responsible must be accepted.  The bid specifications will be printed and mailed out to local contractors.

 

Engineer: the water tower is complete; it has had two passing water tests for the tank and the lines.  Switchover will happen tomorrow.

 

Public works: Ron Paul reported that the cost of the chemical used for mosquito spraying has nearly doubled. He expressed concern that the current rate charged for the service may no longer be sufficient to cover expenses and suggested an increase. Baker moved to maintain the monthly charge at $5 but extend it to be assessed year-round, rather than only for six months as currently practiced.  Nogosek second.  Polled vote, all yes. Motion carried.

 

Bids were opened on the retired police vehicle.  Chris Bjone had the high bid at $5725.  Nogosek moved to accept the high bid from Bjone at $5725.  Baker second.  Polled vote, all yes.  Motion carried.

 

Permits: Larson Grain Company for a grain leg installation.  Nogosek move to approve, second by Baker.  Polled vote, all yes.

Jon & Teena Ketterling for a deck.  Good moved to approve, LeBlanc seconded.  Polled vote, all yes.

With no further business, the meeting was adjourned at 6:35 pm.
