March 2023 Minutes

The LaMoure City Council met on Monday, March 13, 2023 at 5:30 pm.   Present were Clint Hoggarth, Lori Gentzkow, Stuart Good, Greg Pedersen, Steve Sandness, Vince Watkins, Brad Nogosek, Dominic Hanson, Heath Schaffer, Art Hagebock, Bob Flath, Kimberly Robbins, Gina Haugen.  Also present via conference call Brandon Reber and Kim Radermacher

Meeting was called to order.

Minutes from February meeting:   Gentzkow moved to approve.  Watkins second.  Polled vote: all yes.                                                                                                                                                            Financial Report: Good moved to approve. Gentzkow second.  Polled vote: all yes.                                                                                                                                                                                                      Bills: Gentzkow moved to approve. Watkins second.  Polled vote: all yes.

Visitors: Kimberly Robbins joined the meeting at this time.  The Lake LaMoure emergency siren project has now received funding.  Watkins moved to approve the installation.  Pedersen second.  Polled vote: all yes.  Motion passed.  Robbins explained flooding potential has increased with recent snowfall, but not significantly.  Robbins stated that the Adrian river gauge will be placed this month.  It is about 3 days between Adrian gauge and LaMoure.  Robbins left at this time.

Engineers Update:  Lead line survey resolution was presented.  Watkins moved to approve the resolution.  Sandness second.  Polled vote: all yes.  Motion passed.

Legal matters:  Gentzkow made a motion to authorize and proceed with eviction at the property located at 101 Main Street South.  Pedersen second.  Polled vote: all yes.  Motion passed.

Public Works:  They are hoping winter is winding down and are starting to prepare for spring.

Old Business:  Good moved to take ownership of buildings located at 19 and 21 Center Avenue West in order to prepare the lots for future development, with the stipulations that the current owners pay all special assessments.  Pedersen second.  Polled vote: Yes: Watkins, Pedersen, Good, Sandness, Gentzkow.  Nogosek abstained.  Motion passed.

Police Report:  Will be attending training in April.  Car seat certification has been renewed.  Has been assisting with crashes and motor vehicle issues.

Permits:  The Other Bar – Off site for April 14, 2023 at the American Legion Hall for track fundraiser.  Gentzkow moved to approve.  Pedersen second.  Polled vote: all yes.  Motion passed.  The Lazy Pair- off- site for March 31, 2023 at Bank North Mall for LFD Husband & Wife Banquet.  Polled vote: all yes.  Motion passed.

Other:  Raffle permits have been issued to James River Sportsmans Club for their annual banquet, Dakota Plains Cooperative for fundraiser for Harvest for Hunger and LaMoure Lions for fundraiser.
