March 2025 Minutes

The LaMoure City Council met on March 12, 2025 at 5:30 pm in the City Council Room at the City Office.  Present were Clint Hoggarth, Lori Gentzkow, Brad Nogosek, Stuart Good, Trigg Baker, Jen LeBlanc, Art Hagebock, Heath Schaffer, Dominic Hanson,  Shannon Hanson, Jim Evenson, Brandon Reber.  Joining via conference call was Kim Radermacher .

The meeting was called to order and the Pledge of Allegiance was recited.

Minutes: Gentzkow moved to approve the presented minutes.  Pedersen second.  Polled vote: all yes.     Financial Statement:   Good moved to approve the statement presented.  Pedersen second.  Polled vote: all yes.  Bills:   Baker moved to approve the bills.  Nogosek second. Polled vote: all yes.

Visitors Comments:  Shannon Hanson asked the council to be able to have chickens in town, would like to have at least 4 allowed.  She had petitions around town and she had 25 people sign the petitions.  Baker had drafted a sample ordinance.  Discussion occurred.  The issue was referred to the committee for further research.  Shannon left the petitions with the committee.  Shannon  left the meeting at the time.

Legal Matters:  Junk ordinance – drafting a revised ordinance.

Engineers report:  water tank – look for the contractor to install the liner.  Lead service lines-

Old Business: The Floodplain Lori, Baker Polled vote: all yes.

Committee Updates: A Planning & Zoning Committee was created: Lori Gentzkow and Jen LeBlanc will be the members on this committee for this year and the rest of the committees will stay the same.

Baker has a proposal for replacing the pumps at lift station #3.  The current station is out dated and have maximized the lifespan.  The proposal estimate is $16,273 for 2 new pumps.  Baker is moving to approve the replacement.  Pedersen second.  All yes, motion passed.  Schaffer will take care of arranging the work to be done.

Personnel committee: The personnel committee made the recommendations of employee increase of 2% for Gina Haugen, Heath Schaffer, Dominic Hanson and 4% for Ron Paul to take place immediately.  Gentzkow moved, LeBlanc second.  Polled vote: all yes.  Motion passed.

The public safety committee has been working on updating the ordinance on clean up properties in the community. The hard part is to consistently enforce the rules.  They have reviewed other communities and are working with Chief Hanson.  They feel at this point that our ordinance is as detailed as any others and that they won’t be recommending any changes at this time.  The committee along with Hanson will be reviewing properties in violation of the ordinance and sending communication to the homeowners to bring those properties into compliance.

Public Works: Water storage tank was patched from the bullet holes that were in the tank, replacement of 2 panels estimate is $16000.  Need to consider replacing those panels.

Police Update: quotes in for security update at the emergency center, continuing to work on grant,  10 calls for service this past month.  Working on getting Municipal Court operating on a regular schedule.

Permits:  Weight Properties:  garden shed – Pedersen, Gentzkow second  Polled vote:  all yes.  Motion carried.

Other: Tax Equalization Meeting: 5 pm April 14  Raffle permits were approved The LaMoure Lions, James River Sportsmans Club and CHS Dakota Plains Ag.  for Baker moved to approve, Good second.  Polled vote: all yes.

Congratulations to the Loboes Girls & Boys Basketball teams on their very successful season.
