The LaMoure City Council met on Monday, May 12, 2025, at 5:30 pm in the City Council Room at the City Office. Present were Clint Hoggarth, Lori Gentzkow, Brad Nogosek, Stuart Good, Trigg Baker, Jen LeBlanc, Art Hagebock, Heath Schaffer, Kimberly Radermacher, Bob Flath, Mercedes Bierman, Brian Heyd, Brandon Reber, Shelby Ringsaker,

Minutes: Pedersen moved to approve, Gentzkow second. Polled vote, all yes.
Financials: Good moved to approve presented financials, LeBlanc second. Polled vote, all yes
Bills: Baker move to approve and Nogosek second. Polled vote, all yes.

Visitors: Mercedes Bierman and Shelby Ringsaker were here on behalf of the James River Riders, asking for their city bill to be reduced. They are a non-profit maintained by sponsorships. Financially pay about $600 a year to the city but do not have any of the services. They pay for portable restrooms seasonally. Gentzkow moved to remove the sewer & water charges from their monthly bills, Good second. Polled vote, all yes. Bierman and Ringsaker left the meeting at this time.
Brian Heyd was here to state that they purchased a property in town and there are issues with the sewer line and is here to ask if the city will share the cost of putting in a new sewer line. Is this a main or a personal sewer line? A main would have to be an 8” and would need to be run off a manhole. We would forgive the cuts to the street. Does not have specific cost at this time, estimate is 5-10,000 to run it to the property and then he would have to hook it into from the house. The issue was referred to the committee. Heyd left at this time.
Legal: Radermacher stated a new law referring to golf carts goes into effect on August 1. Radermacher and Hanson will work on a draft ordinance for the next meeting.
Police: The new pickup has arrived; the old vehicle will be put up for bids.
Letters for vehicles 19 haven’t done anything so they will be cited this week.
Permits: Albertson- deck- Gentzkow moved to approve. LeBlanc second. Polled vote: all yes.
Ulmer- cement driveway – Baker moved to approve, Good second. Polled vote, all yes.
Baker – fence – Gentzkow moved to approve. Nogosek second. Polled vote, all yes with Baker abstaining.

Water tower: Gentzkow moved to move into executive session for the purpose of Executive session for purposes of discussing contract negotiation strategies and attorney consultation regarding defective work on the water tower construction project. The legal authority for closing this portion of the meeting is North Dakota Century Code section 44-04-19.1(2)(5) & (9). Pederson second. Polled vote: all yes.
Chris McShane and Tyson Hajicek joined the meeting at this time. Radermacher, Flath Schaffer, Hanson and Hagebock left the meeting at this time.
Executive session began at 6:15 pm. Present were Mayor Hoggarth, all the council members, Gina Haugen, Brandon Reber, Chris McShane and Tyson.
The executive session adjourned at 6:51 pm. The public has been invited to return to the meeting room.
