The LaMoure City Council met on Monday, November 8, 2021 at 5:30 pm in the City Council Room. Present was Mayor Willey, Council members: Clint Hoggarth, Lori Gentzkow, Steve Sandness, Brad Nogosek and Vince Watkins. Also present: Heath Schaffer, Art Hagebock, Brandon Reber, Dominic Hanson. Attending via conference call Council member Greg Pedersen and Kim Radermacher
Mayor called the meeting to order at 5:30 pm.
Hoggarth moved to approve minutes from the September regular and special meetings. Gentzkow second. Polled vote: all yes. Gentzkow moved to approve the Financial Statement, Watkins second. Polled vote: all yes. Hoggarth moved to approve the months bills. Gentzkow second. Polled vote: all yes. Watkins moved to have Auditor Gina Haugen authorized to collect payment from the ND Unclaimed Property. Gentzkow second. Polled vote. All yes.
Engineer Report: Water tower has had no new updates since the special meeting. Reber presented Payment Application #3 for Naastad Brothers in the amount of $11,817.62. Hoggarth moved to approve. Watkins second. Polled vote: all yes. There was discussion on the clean up of the property and that the specifications will be met. Winter preparations for the current tank and system were discussed. These repairs will be paid from the liquidated damages being collected from the contractor. Reber presented an invoice for Moore Engineering in the amount of $14,644.42. This work is being done because of the contractor not meeing the timeline
Public Works: The bids for the road equipment were opened. Fargo Parts & Equipment bid $35,252.00 for the maintainer and $40,521.00 for the payloader and accessories. Sawyer Feed Lot bid $52,500.00 for the payloader and accessories. Casey Klein bid $35,000.00 for the payloader and accessories. Hoggarth moved to sell the 140G blade to Fargo Parts & Equipment for $35,252.00. Sandness second. Polled vote: all yes. Pedersen moved to see the 924G payloader and accessories to The Sawyer Feed Lot for $52,500.00. The money received from these bids will be paid to reduce the loan amount on the new payloader purchase. The remaining balance of the payloader and the remaining balance on the Bobcat will be combined into a new loan for the balance due at Bank North.
Dominic Hanson joined the meeting at this time.
Permits: The Other Bar for Off Site Permit for November 20 – Gentzkow moved, Pedersen second. Polled vote: all yes. Benedictine Living Community of LaMoure – raffle -Nogosek moved, Pedersen second. Polled vote: all yes. Building permit – Bruce & Lexi Huber – shed – Hoggarth moved, Pedersen second. Polled vote: all yes.
Police – 13 calls to service. Is now trained to certify other departments on Taser and will hold a training.
Brandon Reber joined the meeting via phone conference. The core tests have been completed and passed on the water tower. They will start filling later this week and plan to switch over on October 26. Change order to add an additional 5 days to Meyer Contracting due to the delay in fill. Hoggarth moved to approve, Pedersen second. Polled vote: all yes. Payment Application #7 was presented for Meyer Contracting for $294,439.64. Reber recommended paying with the deduction for the current late day charges which are currently at $72500.00. Nogosek moved to pay the difference of $222,939.64. Sandness second. Polled vote: all yes. Change Order 2 for Naastad Brothers additional time and money due to the delay, $10,750.00. Hoggarth moved to approve Change Order 2 for Naastad Brothers. Pedersen second. Polled vote: all yes. Reber presented an invoice for Moore Engineering in the amount of $29,662.75. Gentzkow moved to approve, Hoggarth second. Polled vote: all yes. Schaffer asked if we could have them move the generator from the existing pumphouse to the lift station.
