Mayor Hoggarth called the meeting to order at 5:30 pm.
Motion to accept: Gentzkow moved to approve the resolution for street vacation located on the AgCountry property. Pedersen second. Polled vote: all yes. Motion passed
Minutes: Pedersen moved to approve minutes with the addition of Brad Nogosek to the attendees, Nogosek second. Polled vote: all yes.
Financial: Gentzkow moved to approve the financial report. Baker second. Polled vote: all yes.
Bills: Pedersen moved to approve the bills. Nogosek second. Polled vote: all yes.
Visitors: Gary DelaBarre expressed his appreciation for the dust control on the road. Mr Delabarre came to discuss his fence, which is short of the required distance. He feels it is needed for safety, people are speeding down that road. Will cost 8-10,000 to move it. He is asking for some flexibility to keep the fence. Good suggests that we take the chance and see what happens this winter with the DelaBarres knowing that they will have to take steps to rectify the situation.
Mayor suggests not granting the variance tonight but to table it to spring to see how snow removal is affected this winter after we have more information. Motion to table the issue made by Good to allow the fence to stay in place and to table the issue until spring, Nogosek second. Polled vote: all yes. DelaBarres left the meeting at this time.
Legal: Gentzkow made motion change the sales tax ordinance to designate that one half of the 2% city collected sales tax to The LaMoure Park District to provide repayment of any loan and/or bond that is issued in efforts to finance the currently proposed Sunset Park Water Recreation Project. The designation will begin when loan and/or bond is signed and finalized. The designation will end when the loan/bond is paid in full or at the term date, whichever is first. Pedersen second. Polled vote: all yes. Motion passed. The first reading was completed at this time. The ordinance will be published as required and second reading completed at the next meeting.
Engineers Report: Water tank: talked with contractor today. Third party inspection was done, will have report findings and plan to address later this week. The tank is emptied.
Police Business: 19 calls for service quote for new police vehicle $48,849 Nelson Auto. 6 months out to delivery. To upfit $19,430. Pedersen moved to accept the quote Nogosek second. Polled vote: all yes.
Permits: Carmen Klein for fence and garage: Gentzkow moved to approve, Good second. Polled vote: all yes. Deb Kindlespire for new garage. Pedersen moved to approve Good second. Polled vote: all yes
LaMoure Foods liquor license: Good moved to approve, Baker second Polled vote: Good, yes, Baker, yes, Nogosek, yes, Pedersen, yes Gentzkow abstain. Motion passed.
The Other Bar for offsite permit for turkey bingo at the American Legion Hall on Saturday, November 18. Pedersen moved to approve, Nogosek second. Polled vote: all yes. Motion passed.
Other: The city wishes to congratulate the Loboe Volleyball team on winning the regional tournament and with them good luck at the state tournament.
