The LaMoure City Council met on Monday, October 10, 2022. Present were Clint Hoggarth, Lori Gentzkow, Steve Sandness, Stuart Good, Greg Pedersen, Brandon Reber, Dominic Hanson, Ron Paul, Art Hagebock, Kelli Isaacson, Gina Haugen. Also present via conference call Brad Nogosek.
Minutes from September meeting: Gentzkow moved to approve. Pedersen second. Polled vote: all yes. Financial Report: Good moved to approve. Gentzkow second. Polled vote: all yes. Bills: Gentzkow moved to approve. Pedersen second. Polled vote: all yes.
Visitors: Kelli Isaacson updated the council on behalf of the park board. She stated that they have applied for a 1.4 million dollar grant from Land & Water Conservation. They expect to hear if it was approved this month. There is another grant in March that they will also apply for. The old pool has been demolished. Soil testing has been completed. The new pool will go north of the previous location. Grass around the walking paths did not establish, they are working with the company to replant. The board has started preparations on the ice rink for the winter.
Mayor Hoggarth stated that he and auditor Haugen met with the attorney from Ohnstad Twichel and Moore Engineering in a preliminary consultation for legal assistance with the water tower issue.
Engineer’s Report: Watet tower issue continues. Reber presented an invoice in the amount of $4000.00 for the survey work that was completed on the west side of town. Pedersen moved to approve, Gentzkow second. Polled vote: all yes. Reber will once again complete the SRF questionnaire.
Committee Updates: Public works committee reports that spray foaming has been completed. The street crew is in need of a new pickup. Pedersen moved to spend up to $15,000 on a pickup for the street department contingent on approval by the street committee and street department. Sandness second. Polled vote: all yes. Motion passed.
Public Works: Paul stated that they are in the process of preparing for the winter season.
Old Business: Pedersen moved to purchase 5 sets of replacement Christmas decorations for the highway. Sandness second. Polled vote: all yes. Motion passed. The Mayor stated the blue lights along the highway are the result of a defective lens and are under warranty. Paul will contact the electricians to have them replaced.
Police Report: Hanson reported that he is continuing active shooter training with surrounding schools. He will participate in Trunk or Treat at the school. Rader recertification is coming up.
Permits: Building permits, Dick Erbele – shed, Chuck Dathe – shed, Chris Rodin – shed. Gentzkow moved to approve all building permits presented, Pedersen second. Polled vote: all yes. Local Permits – American Legion – bingo, LaMoure County 4-H – raffle. Sandness moved to approve all permits presented, Pedersen second. Polled vote: all yes. Off- site permit – The Other Bar for turkey bingo. Gentzkow moved to approve. Good second. Polled vote: all yes.
Other Business: Congratulations to Kelli just on being recognized for 20 consecutive years of service to the EMS. Thank you to Harmsen’s Greenhouse for so many years of the beautiful flowers throughout our city. We appreciate you all.
