December 2022 Minutes

The LaMoure City Council met on Monday, December 12, 2022.  Present were Clint Hoggarth, Lori Gentzkow, Stuart Good, Vince Watkins, Brad Nogosek, Steve Sandness, Dominic Hanson, Ron Paul, Art Hagebock,  Gina Haugen.  Also present via conference call Brandon Reber and Kim Radermacher.  Greg Pedersen joined the meeting later.

Minutes from November meeting:   Gentzkow moved to approve.  Sandness second.  Polled vote: all yes.                                                                                                                                                        Financial Report: Gentzkow moved to approve. Sandness second.  Polled vote: all yes.                                                                                                                                                                                                  Bills: Gentzkow moved to approve. Watkins second.  Polled vote: all yes.

Visitors:  Mr. Hagebock updated the council on the LaMoure Fired Department.  They are fully staffed.  They have money in the bank but need to replace their bunker gear as it is outdated, they cost $4500 each and need to purchase 30 sets.  They are working to raise money for these needs.  He also discussed current legislation where the State Fire Marshall, who is currently under the Attorney General office, but is proposed to move to the Insurance Commissioner.  Hagebock has concerns about this change and therefore plans to spend time in Bismarck working on this issue.

Councilman Pedersen joined the meeting at this time.

Engineering Report:  Reber had no new updates

Legal Matters:  Sales Tax Ordinance: the finance committee recommended doing the first reading on the updated sales tax ordinance.  Gentzkow moved to approve the presented sales tax ordinance with the change of date from October 2022 to First Quarter of 2023.  Nogosek seconded the motion.  Polled vote: all yes.  Motion passed.  Second reading will be in January regular meeting.

Local Charity/Raffle Permit Resolution:  A resolution to give authority to approve local charity/raffle permits to the Mayor and Auditor.  This is done to prevent having to have a special meeting to approve these permits.  Good moved to approved the presented resolution with a wording change that stated the request can be reviewed by the entire council upon request of the permit applicant.  Pedersen seconded.  Polled vote: all yes.

Public Works:  Bid opened for the pickup truck.  One bid was received from Gary Klein for $401.  Pedersen moved to accept the bid.  Sandness seconded.  Polled vote: all yes.  Motion passed.  Mayor Hoggarth commended Ron Paul on doing a great job on clearing streets.  Mr. Paul has passed 2 of the 3 required certification tests.  He takes the last one next week.

Police Report:  Hanson has completed the DOJ census which was quite time consuming.  He issued warnings on vehicles which have been parked over the 48-hour limit.  This has helped to move vehicles for snow removal.  Discussion took place on making Main Street north of the railroad tracks no parking on the east side of the road.  No action was taken at this time.

Permits: The Lazy Pair: liquor licenses for January 1-June 30, 2023.  Gentzkow moved to approve.  Watkins second.  Polled vote: all yes.  Motion passed.

Other:  FEMA sent out the latest map for the Flood Insurance Rate Map.  It is in the office, please take a look and will discuss at later date.  NDDOT sent a letter on repairs being done on the bridge west of town in 2024.  The city will respond to the correspondence with a request that the work be completed prior to September 1, 2023 in order to prevent delays with harvest traffic.
